Somebody ought to make sure whoever is Dodd's opponent in the next election gets a copy of this original.

This is classic government supported disinformation. Before the report comes out he starts talking about how tough he'll be with the banks, then the banks "react" (I'm sure it was all staged) then he comes out with a document that appears to even protect the big banks. The document is complex and huge, as was aptly stated, to keep the typical hard working American that doesn't have the time nor inclination to read the bill.

I agree that this bill has a lot more negatives than positives. It certainly sounds like it was written by lobbyists. And I'll bet Senator Dodd never thought someone in the general public would actually read the entire bill!

The average person wants to know how things like our financial crisis occur. They occur because there are no rules preventing the bad conduct or if there are rules written, it allows the bad conduct. Like a famous U. S. President once said, nothing in politics happens by accident. This bill is proof of that statement.

Karl, Thanks for reading and commenting on the bill. The other stuff you noted is annoying but the 2% capital requirement certainly takes the cake. It does appear to be time to put a "Bank Owned" sign in front of the Capitol building. Thanks again for showing us what's in the sausage.

Given the AIG bailout, the FNMA/FHLMC takeover (bailout of their creditors), takeover of GM & Chrysler, TARP and the extreme measures designed to increase banks' interest rate spreads, there's really only been one lesson learned over the last two years: if you are big enough, you will be bailed out by the government. I don't know why they even bother writing laws. When push comes to shove, they'll just disregard the law anyway. It appears they're writing the work-arounds right into the very law they're drafting: off balance sheet entities, splitting ownership to stay under the radar of the TBTF label, etc. Those two work-arounds alone render the leverage limits meaningless.

Obviously Dodd is a moron. Are they all morons or are some knowingly duplicitous?

You have got to read "Too Big to Fail" by Andrew Ross Sorkin. I just finished it.

In its pages, you get the real picture of Geithner as the man behind all of the consolidations of too big to fail institutions into even more precarious behemoths, the government favoritism that characterized the saving of some institutions versus others, the taxpayer backed PPIP abomination of an original idea by Warren Buffett, the AIG conduit payments, etc, etc. He was a much bigger player than Paulson. If you think for one minute that meaningful financial regulation is going to occur under his watch, you need your head examined!
